A LEGISLATOR in Cagayan de Oro questioned the inclusion of the J.R. Borja Memorial Hospital (JRBMC) on the proposed 2012 budget, saying it is already declared as independent institution.
Councilor Edgar Cabanlas said there is no need for the City Government to allocate any funds for the needs of the hospital since it was declared as economic enterprise manned by private individuals.
This, after the City Council on Tuesday pushed for a budget allocation intended for personnel services of the city’s former sole hospital catering health services to poor local residents.
Councilor Dante Pajo, chairman on committee on health, however, defended the majority’s move, saying the hospital is still dependent to the resources of the City Government in paying the doctors and hospital employees until such time that it can fully operate independently.
Pajo said five years after the declaration of the hospital’s independence late this year, the City Government takes no responsibilities anymore.
He said the annual budget excludes the capitalization fund for the hospital, as the Philippine Health Insurance Corporation (PHIC-PhilHealth) will provide P15 million for next year’s budget on hospitalization.
The amount is intended for the purchase of medicines and hospital supplies, he added.
Pajo proudly announced that with the upgraded facilities of the hospital, it will “surely earn huge income in the coming years.” The hospital already has CT scan machine, Ultra sound machine, among others.
